Well I don't believe them. Maybe they were supposed to be officially, but unofficially they were not. They were probably fucking prostitutes at the time themselves!

I thought everyone knew that theory! how do you explain how a 15 minute patrol of Mitre Square can give Saucy Jack enough time to do in Catharine Eddoes in pitch black, with all accompanying mutilations?!

Conspiracy or the officers weren't doing their jobs properly and Jack knew it

Come to think of it I have heard that conspiracy theory, it's tied in to the royals isn't it? Didn't From Hell touch upon that theme?

He's a legend indeed, because of the particular gruesome nature of his crimes but more so because he never was caught.
