Jade was silent for a moment before she brought her hand up...Instantly Connor would feel his left arm jet painfully and unnaturally behind his back, the force so strong that it probably broke it in the process.

"Wrong answer. Let me ask you again; are you alone here boy?" she asked, keeping her hand trained on him.

Bloodbending was always such fun.

Jacob's Shop

"Or I can just make a shooting practice out of random Peacekeepers on the street" she joked, moving to stick the gun in her bag.

Shooting people randomly in the street was still more humane than the Hunger Games.

Flashback

Kanna shrunk back a bit when Rica approached her, the woman trying to stay tall but realizing just how small she was...She was still pissed though.

So she hit him. She punched him as hard as she could right in the mouth with her cold, glowing fist. The action felt rather good, considering she had been holding a lot of anger in from the loss of her husband. But now that she hit him she wasn't sure what to do, so she just stared up at him.

Well this night certainly turned out differently than planned.

Camp McCarren

Melanie nodded, training sounded as good a plan as any other. Especially considering they were stuck here for now. She looked over to Jason who gave a slight groan and a nod. That was his way of saying it was okay.

"Sounds good!" She said "Come on, let's go somewhere private"

"Not too private!"

[...]

Kanna looked down at the fish, poking at it for a moment before taking a bite. It was good. Very good. It reminded her of food from back in the Capitol. She continued to eat.

"You're a pretty decent cook...Where did you learn?" she asked, eyes suddenly lighting up at the sight of vodka.

[Vertibird]

Soon the Vertibird arrived at Camp McCarren.

[Camp McCarren]

The minute the Vertibird touched down, they were met by a group of soldiers. The camp was now fully secured, but there were still signs of the battle. The two men in power armor climbed out, with President Tandi walking between them.

She turned to Nanami, Cess and Lavan. “Come along. We can radio Old Man Sensei from the CO’s room.”

They were quickly taken to Peterson’s office. Nanami walked in and simply leaned against the wall with her arms crossed, brooding as usual. Tandi simply walked over and took a seat in one of the guest chairs.

“Good afternoon, Peterson.” Tandi greeted him as if they were two old friends talking about the weather. “Exciting day we’ve had. I’m sure you already know my new friends here.”

[Library]

Connor wanted to scream. He wanted to cry. Right now, with the terrible pain shooting through his entire body as his arm twisted at an unnatural angel, the boy wanted to die.

He did none of those things. Connor dug deep and somehow found the strength to keep from screaming out. He bit down on his lip hard enough to draw blood, and he stumbled down onto his knees. His entire body was shaking from the pain.

He knew he could not scream. If he did, Sarai would hear it and she would come in here… and then this horrible witch would hurt Sarai. Connor had to be strong… for Sarai.

“… Screw you.” Connor spat at Jade.

[Flashback]

Rica did not expect Kanna to punch him. Nor did he expect that punch to be so cold. He felt like a portion of his face was frozen as he stepped back and brought his hand up to his cheek.

“… I didn’t kill your husband.” Rica said quietly.

Galv ignored Jason, taking Melanie by the arm, looking around for a good place.

Soon he found an empty, unused room, turning to Melanie.

“Alright... let's see... what should we work on first...” Galv said, thinking, “Hmm... Our powers work well together... Maybe we should see what we can do if we combine them?”



Ethan was quiet for a moment, before he spoke, “...My parents taught me, when I was young... before the Legion came and took over the tribe I was part of.”

He didn't elaborate on that though.

“It's a useful skill to have. No one picks on the cook,” Ethan said, “At least not a good one.”

He then turned his attention back to Kanna, smiling, “Surely someone such as yourself has some hidden talents as well?”



Erin was up again, pausing and tugging on Jason's arm, looking nervous...



“Ma'am,” Peterson said to Tandi, giving her a salute, “I have... Old Man Sensei on the radio...”

“Ahhhh, hello Tandi,” Old Man Sensei said over the radio, “I hear my students and allies have done well over in New Vegas. Good. Nanami, Cess, good job... And if Lavan is there, thank you to him as well. If not, please pass that along.”

A little cough, and he continued, “Now then, Tandi... House is dead. Caesar is dead. The Legate is dead. I understand we also have access to a force of Securitrons now.”

“But we still need help in taking down the Enclave,” Old Man Sensei continued, “In exchange for your help, we can pass on the more advanced technology the Enclave has developed to the NCR as well. A mutually beneficial agreement, I would think.”

-Jacob's Store-

“Save that for when things get hot,” Edda said, then paused, “Err... you know, when it gets dangerous.”

He waved his hand idly, then turned to Jacob, holding out his hand, “Thanks for all the help here... we stand a much better chance of completing our mission and getting out safely with these supplies.”

Jacob smiled, shaking Edda's hand, “Just don't get yourselves killed, got it?”

"So does that mean we get to have some target practice?" Melanie asked with a smile, taking Galv's hand and squeezing it a bit. She then concentrated until a small ball of dark energy came from her palm and moved to Galv's hand.

[...]

"No talents in the kitchen i'm afraid" Kanna said with a slight grin "My skills are usually reserved for more private settings" Kanna said, taking another bite of her meal. She didn't realize it until now but she was very hungry. She hadn't a moment to just sit and eat a full meal since Melanie left for the games...This was actually sorta nice.

Jacob's Store

Chloe couldn't help but to chuckle at Edda's sudden backtrack, the girl knowing what he meant despite his embarrassment.

"Just don't get yourselves killed, got it?”

"We'll try our best" Chloe said with a grateful smile "Really. Thanks. This is gonna help. And you stay safe too, it's pretty dangerous out here despite all the dumb-as-rocks Capitol citizens"

Jade giggled, perhaps imagining something lewd she could say to Connor. She moved forward and dug her sharp nails into his cheek.

"You're not very good at games are you?" She asked, drawing blood from his poor face. "You're supposed to answer me...But that's okay. I know the answer to that question...Do you love her? Because if you don't want to play my game we can always get her to. Should I call for her?"

Flashback

"… I didn’t kill your husband.”

Kanna knew this...She knew Kain had died at the hands of another tribute...But in her brain lumped them all together, She wanted it so bad for it to have been him so she could punch him some more.

But he wasn't, so she felt terrible for what she had done. She wiped her eyes and moved forward once more...To kiss him.

“Yes. I’ll admit I was nervous intrusting such an important operation to them, but they did better than I ever could have imagined.” Tandi said, not looking at Nanami, Cess or Lavan as she complimented them. Her attention was entirely on the radio.

“I promised you my support if your people could make my problem with Caesar and House go away. You’ve upheld your end of the bargain, so I’ll uphold mine.” Tandi said, but there was a strange tone in her voice that made Nanami uncomfortable.

“However,” Tandi went on, and Nanami practically groaned. “We have to be extremely careful in how we approach the Enclave. Even with your forces, and the Securitrons, the Enclave still has us outmanned. They have access to more Pre-Flare technology and weapons. Frankly, the only reason they keep their distance from the NCR is our nuclear arsenal… but if we use those, the Enclave will use their nukes.”

Tandi rubbed her chin. “In addition, I can’t commit my entire army. We need forces to defend the NCR, and we’ll have to secure New Vegas. I assume you’ll be taking the Securitrons, but that will leave New Vegas in lawless anarchy if I don’t put boots on the ground. Whatever forces I can spare, I will absolutely commit. Toppling the Enclave will make NCR safer. Don Gallic may not be pushing for war with my people… but he won’t always be President.”

[Library]

Connor’s eyes lit up with fear and panic when Jade revealed that she already knew that Sarai was here. He felt his blood trickle down from his cheek, and the boy gave a groan.

“Don’t touch her!” Connor growled at Jade. “… I’ll do what you want, just leave her alone…”

[Flashback]

Rica was really confused. One minute and he and Kanna had been on the verge of sexy times. The next thing he knew, she was punching his face and making it colder than an iceberg… and now they were kissing again.

This woman is clearly insane. I really shouldn’t get involved with her.

Rica wrapped his arms around Kanna and deepened the kiss.

… ARE YOU SURPRISED? This is a flashback! You already know he’s going to get involved with her! Come on!

“Perhaps...” Galv said, holding the ball of shadows in his hands. It felt so cool...

“Alright... I'll try just a little bit at first,” Galv said, focusing and letting his hand spark some.



Ethan smirked, shaking his head, “Perhaps... But I'm sure you have some other talent, one that can be shared in a public setting. Can you sing, perhaps? You have a lovely voice, I'm sure you would be great.”



“Defend the NCR from what?” Old Man Sensei asked, “House is gone. The Legion is broken. What is left are small tribes, small groups of individuals left. There is no one out there who could bring the Legion back together, not with the death of Caesar, the Legate, and his elite soldiers. The only threat the NCR faces right now is the Enclave. Without the Legion, how long do you think it'll take for them to decide to go after the NCR again, without having to worry about their flank?”

Anyone who knew Old Man Sensei would have sensed the smile over the radio.

“If you only want to do this half assed, your men will die, my students will die, and the Enclave will take the NCR, and no one will be left to stop them,” Old Man Sensei continued, “I admit that you will need to keep some forces at home, and some at New Vegas, but if you want victory, you have to mobilize all you can. Frankly, I'd rather not have your help if we're only going to get token support.”

-Jacob's Store-

“Don't worry, I've been through worst,” Jacob said to Chloe, “You two stay safe.”

“Thanks...” Edda grinned. He headed back up the ladder with Chloe, Jacob following them.

He looked around, gathering some non weapon supplies as well, getting them in the bag, before turning back to Chloe.

“Do you know a way outside the fence around here?” Edda asked.

There was a small smile on Tandi’s face. She had known the Old Man since they were both young. She was not shocked at his reaction, and she doubted that he would be surprised at what she’d said.

“I have no intention of half-assing things.” Tandi said, holding up her hand even though she knew Old Man Sensei could not see her. “However, I’m not about to throw away everything I’ve spent my life building, either. I am perfectly willing to go to war with the Enclave. I just don’t want to lose.”

“Then stop trying to screw us when we’re so close!” Nanami snapped, and she took a step forward. Instinctively, the two bodyguards in power armor stepped closer to Nanami. Their laser rifles were not pointed at her, yet, but that could change in a split second.

Tandi did not even bother turning to look at Nanami. She kept her focus squarely on the radio in front of her.

“… I can commit 80% of the NCR’s standing army. I can also supply vehicles, power armor, weapons, ammunition and food. However, if I am to commit the vast majority of my forces to this war, then defeat means the end of the NCR. As such, I will need to be involved in all major decisions.” Tandi said simply.

“… We’re fighting to free Panem. Not expand the NCR.” Nanami hissed.

“I am well aware of that… but the NCR takes its orders from me. I’m not about to let anyone, not even Old Man Sensei, have control of everything I’ve spent my life building. I’m not asking you to pledge your loyalty to me-”

“Good, because I won’t.” Nanami interrupted.

“… all I’m asking is to be involved in the decision making process.” Tandi finished, completely ignoring Nanami.

“I see...” Old Man Sensei said, “I agree that with that much of your forces being committed, you should be involved in the decision making process... Just remember that we have more inside knowledge of the Enclave and how they work...”

He sighed for a moment, “You're in Vegas now... perhaps this metaphor will get across what I mean to say. You can win if you roll the dice, but you can lose if you do nothing as well. Either we beat the Enclave in the coming days, or they will eventually destroy us, and take the NCR as well.”

Tandi closed her eyes, and she nodded. She knew her friend could not see her, but it was habit to be expressive with her body language.

“… I am well aware of the threat the Enclave poses. I’ve been leading my people since I was just a teenager, and we were just one city. We now hold the second-largest army in the world. I’m an old woman. Even if we win, my life is almost over. When I die, I want to die knowing that the NCR is powerful, and its enemies are gone.”

She sighed, and then opened her eyes. “… Very well. Provided that you keep me involved in all major decisions, I can commit my full resources to this cause.”

Her tone lowered, and became frighteningly cold. “But if your people go behind my back even once… Don Gallic will be the least of your worries. I’m going to trust you, because I mean it when I call you my friend… do not make me regret it.”

Lavan chuckled at Tandi's threat. He had been surprisingly quiet, reviewing the maps as the conversation progressed, allowing Nanami, Old Man Sensei and Tandi to take care of all the negotiations and talking, but now he finally decided to join the conversation.

"Now, why would we want to go behind your back if you're one of the few chances we have? It's like telling a friend that you're going to go into a business partnership and make tonnes of money and business, while at the same time deciding that you want his girlfriend. It's a really, REALLY bad move to make. Besides, while I don;t condone everything you NCR like to do, I can at least agree that I prefer you guys having the upper hand over others."

He looked over the maps, before smirking.

"As for Vegas... Well, we certainly took care of the threat. House is gone, the securitrons are under our command, and the Legion is gone. But you are all forgetting specific assets that remain within Vegas. The casinos."

He started to tap the table rhythmically with a finger.

"House used to be the big man, but he generally kept himself very isolated. Vegas was mostly run without his input in separate factions and sectors, each belonging to one of the clans on the Strip. They have been running it for a long time, and House was just enforcing his own rule over them. Why not let them continue running it? They have already achieved a balance that resembles that of the Triads I have read about in the books and scrolls that my old teacher made me read: they're keeping the place safe, they're keeping it running, and it's making money. However, now there isn't an over-arching lead, so we can expect someone to begin a power play, and quickly. The Lucky 38 won't stand empty forever, "

His smirk grew.

"Right now, Gallic himself will start looking our way. The only reason he wasn't considering expanding his territory was because of the large amounts of armed forces gathered here, and the armed conflicts. This would be his prime time to make his own power play, and the Enclave will take more than a hundred percent of your concentration, Mrs. President. I mean no offense, but the NCR took some damage, and the Enclave is at full strength, minus the few troops the Rebellion and myself have been able to blast out of existence."

He paused for a moment, lighting up one of those cigarettes for himself, taking a drag, but making sure the smoke wasn't anywhere to be bothersome, using a little heat to make it drift up and out of the tent they were in much quicker than it normally would.

"You need to make sure people don;t start dying in Vegas because you're moving troops. But you need all those troops for what the Enclave can bring to bear. And on top of that, you DEFINITELY want to distribute the cash flow from the Casinos so it benefits the NCR. That's a lot of things to want, Mrs. President. And I have a proposal. Without enforcement, Vegas won't give you what you want. On top of that, Nanami over there will focus all of her attention on making sure Donny Gally stops breathing. I have little affiliation with the Rebellion, but at the same time that means I have little affiliation with everything else as well. The Vegas clans know a little of me, and I know King from Freeside, and he's got hold on the largest amount of territory in Vegas as of this moment. I can call in a few favors, set up a meeting, and assure a percentage of the profits from Vegas would go to the NCR and the war efforts without requiring your forces to remain on the Strip."

He turned to speak to the radio communicator, turning his attention to Old Man Sensei. "At the same time, I'll be in perfect position to ask for a little help from the clans in Vegas and King. It will grant just a little more manpower, but a substantial cache of information as well, something you will want in the upcoming conflicts. So, what do you think, Old Man, Mrs. Pres?"

President Tandi turned towards Lavan when he began to speak, and she was intrigued. At first, it was less about his words and more his reputation. The NCR kept tabs on what was happening in Panem, and word of Lavan and his explosive reputation had traveled all the way to Shady Sands.

However, the more Lavan spoke, the more she DID become interested in his words. He was spewing forth a plan that went completely against Tandi’s vision. She was the woman who had brought law and order to the wasteland of California, and built an empire out of a single town… and here was this young hooligan brazenly asking her to let the Casinos and the King run Vegas.

“… That is perhaps the craziest idea I’ve ever been pitched; though I suppose I should expect no less from someone who would hijack a tank and drop it from the sky on Gallic’s forces.” Tandi said, smirking slightly.

The elderly woman tapped a finger to her chin. “… I don’t like situations I can’t control, and I especially don’t like taking unnecessary chances. I would much prefer to sweep King and the Gangs of the Strip out of Vegas with my troops, and keep this city on a tight leash.”

Tandi paused for a moment, and then with a rather devious smile continued: “… but I did not build the NCR without taking a few risks… and as the Old Man said, we are in New Vegas. One must gamble.”

Her eyes narrowed, and her voice turned cold. “So, if we are going to gamble… we will ALL gamble. I will agree to try your little plan. However, if you cannot maintain order in New Vegas… or if the money does not make its way to the NCR, then the NCR will step in to bring order to New Vegas.”

“That’s a meaningless threat.” Nanami said, stepping forward. “Which is all you’ve been spewing for this whole meeting. If you’re going to attack the Enclave, you’ll need to go in full strength. Otherwise, Gallic WILL defeat the NCR. So stop jerking us around. All you’re doing is bluffing, and we all know it.”

A wicked smile crossed Tandi’s wrinkled face. “I never bluff. Let me explain something to you, young lady. I took over as Mayor of Shady Sands when I was just sixteen. The original mayor, my father, was gunned down by bandits. I was kidnapped by those same bandits. I’ll spare you the details of my captivity, but sufficient to say imagine the absolute worst things you can, and then multiply them by ten and you’ll have some idea. I escaped after two weeks. I killed every last bandit.”

“I return to Shady Sands with the severed head of their leader, and I became Mayor. Ever since that day, I have poured my blood, sweat and tears into bringing some semblance of law and order back to the world. I built Shady Sands into the NCR. I have watched my husband, my children and my grandchildren die in service of the NCR. And I have killed more people, either my own hands or by giving orders, than any of you ever will.”

“I have risked everything I’ve built numerous times… and I have never once bluffed. Understand something, young lady… I will not lose the NCR. Not to Gallic, not to the Enclave, and not to anyone. If we become involved in this war, and my army is defeated… if it becomes clear that the Enclave will destroy everything I have spent my life building…”

Tandi’s voice became stone cold. “I will cover every inch of Panem in nuclear hellfire and scorch the earth until nothing remains. I play for keeps, young lady.”

Suddenly, Tandi’s grandmotherly smile returned, and her voice became much lighter. “Now, as to your proposal, Mr. Razy… I agree. We have a deal. The NCR will pull out of New Vegas. You make good on your end of the bargain. And I will prepare my army for war.”

Lavan put his hands up stepping halway in between Nanami and Tandi as Tand began her lecture.

"Whoa, whoa, whoa. This isn't the time for pissing contests, especially when it comes to horrible things beyond imagination. We've all suffered, there's no need to insult the other by demeaning what they have been through. In EITHER case."

He looked between Tandi and Nanami to make sure his message came across, before his smile came back in full.

"Awesome! Also, Mrs. Pres, you really don't WANT that much control in Vegas anyways, now that I think about it. With casinos comes various other, rather illegal means of making money, which is why Vegas is flourishing as it is. You can't argue that if the NCR takes control of the Vegas Strip fully, you won't have such large amounts of revenue being exchanged between the clans. The only thing you can hope to do is control them, but that's not really possible, especially since they're used to running things their way without House's major interference. And it worked and still works. They'll kick back until you grow tired and put your foot down, and then boom go the casinos. They will require a mediator, and the NCR with all its laws, regulations and all of the tension they have caused in the Strip already, are one of the worst choices to try to mediate right now."

He shrugged.

"It's a bit of a constant upkeep job, so the Rebellion will not want or need it. You don't want it right now, but it sure as hell will be a problem if you try your hand at it later. Maybe they will accept you in time. Maybe they won't. But I've been around and have been helping people against raiders and Enclave for enough time to earn myself a name and a reputation. I can definitely help you using said reputation. But I do this mostly for the people of Vegas and Freeside, whose lives I can improve with the absence of House. He's been largely unconcerned with the well-being of the average citizen, time to fix that up."

He snickered suddenly, looking gleeful.

"This will, of course, require a bit of show of force. MAN, am I looking forward to this..."

There was a very tense air between Nanami and Tandi. It was very clear that the two would not be sitting down for tea and cookies anytime soon. Instead, Nanami simply crossed her arms and leaned back against the wall.

For her part, The President just smiled. She looked over to Lavan as he gave her all the more reasons to support his plan, and the elderly woman nodded.

“You’ve more than made your case. I’ve agreed to your plan, and I’ll let it play out. And I will prepare my people for war with the Enclave. Tell the Old Man to expect me at his headquarters soon. When I said I wanted a role in making decisions, I was not kidding.”

Tandi turned and headed for the door. “… Make sure you have control over Vegas. I can’t fight two wars. Jade let go of Connor's face but did not lose control of his body. She wouldn't let him physically escape.

"So why are you here darling? Wandering around the Capitol is almost as stupid as trying to crash a party full of Peacekeepers. Almost"

Sarai had finished her treat, wandering back to where Connor was looking up census information...She turned the corner and walked through the doorway- too see Jade with Connor....The girl almost gave a panicked scream, but he didn't. Instead she stayed silent, eyes wide as she stared at Connor. Luckily Jade's back was to the girl and hadn't noticed her yet.

Slowly and silently Sarai made a move for the knife in her shoe.

Camp McCarren

Melanie watched their hands for a moment when suddenly sparks started to fly. She tightened her grip when it got a bit uncomfortable, but then gave a little gasp as her ball of dark energy exploded in front of them.

"So how do we make that something we can fight with?" she asked, flexing her hand.

Kanna gave another small laugh "I don't think i'm much of a singer" she said, thinking about it "I played violin as a child though. That's as close to a decent marketable skill I have"

Chloe though about Edda's question as they headed back onto the street. Instantly the girl took his arm again. "There's actually a few spots where my teacher used to drop me off. You can't technically train tributes in town so people wander outside...No one cares if Capitol folk do it. Not to mention Peacekeepers love fresh meat, so you just trade them that for keeping their dumb mouths shut.

She then pulled in off the street, through some trees. It would take a bit of walking but the two arrived in a forest of sorts....

"You just have to look for the gate..." she said, pointing at some shining metal in the distance. Then you make sure the current isn't active."

Flashback

Kanna stood there kissing Rica for several moments, before suddenly breaking it off, looking away. She didn't know what she was doing...She was confused and scared and really REALLY mad.

"This isn't right" she mumbled, suddenly wanting a drink. "You were in those games with him, I should hate you so much for winning"

“Hmmm... If we could learn to contain it for a bit, it could work as like a grenade,” Galv suggested, “Maybe if we try blasting it together...”

He paused, looking around, “...though maybe it might not be best to try exploding things while indoors...”



“Have you ever tried?” Ethan asked, “One should never close off options without trying them.”

He smiled at Kanna. He was an option. To try. Hint hint wink wink.

“I'm sure you could sing lovely if you wanted to,” Ethan continued.



As Tandi left, the radio was silent for a moment, before Old Man Sensei spoke up.

“I admit, Lavan, I like your plan. It makes sense... But I'm not entirely happy keeping someone like you back here. It's not a matter of trust, I'd just prefer someone of your strengths up front, with Nanami and Cess. The three of you could make a formidable triad, and it might take that in order to defeat Autumn and Gallic...” Old Man Sensei said, carefully moving around the word “kill.”

“Additionally... this is something else I've gone over with Tandi before... We've recently found the location of a Pre-Flare science facility, called the Big MT.”

Cess whistled, “That place? I thought that was just rumors... how did a place like that survive the Flare?”

“We're not sure, and that's one of the things we hope you can find out,” Old Man Sensei answered, “We also have reason to believe that the Enclave has discovered it as well, and seeks to take the tech there. I would like you three to go there, and retrieve anything that might of use... or if worse comes to worse, destroy it so the Enclave can't use it.”

“Alright...” Edda said, taking Chloe's arm in kind, walking through the woods. Soon they would come to a large metal fence, Edda looking it over.

He grabbed a stick, tossing it towards the fence, where it hit and fell limply.

“Alright then...” Edda said, slinging the back over his back. He paused, then grabbed the fence, and was soon scurrying over it, getting past the barbed wire at the top, then falling down to the other side.

“Alright! Chloe, with your strength, you can probably jump it,” Edda said through the fence, putting the bag aside, and holding out his hands, smiling, “I can catch you!”
