I think that something like that could work in the USA as well. I wish that state governments would pass something like this that would make it law that is you cant prove that you are a legit, proper breeding program then your dogs (& cats as well) must be fixed.

I woula also like to see them create stricter laws for people who breed & wish to breed, like limiting the number of dog breeds a person can actively breed as well as the number of litters & the number of actively breeding dogs they can have per year.
