how do i create a web domain using my ip...?

no-ip.com is just a redirect or framed domain. As such, it is not technically a true domain. However, if you purchase a domain, it is a true domain and will act like any of the 'website.com' addresses.

As Diabllo said, you have to buy a domain before you can assign it to your IP. You might want to have a router and cable internet if you do not already have. Check out the DDNS option in your router setting. I'll try to find a more comprehensive article on this sort of stuff. Look at The DynDNS Website in the meantime.
