Here is where the resulting debates are parsed into readable format. Chapter One: Base Economics The basis of the current global economic system is monetary exchange in the capitalist system. This method of distribution has several inherent problems. Firstly, it results in a hierarchical structure, contrary to our basic notions of equality and natural rights. Secondly, this inequality has been empirically linked to such detrimental affects such as increased crime, decreased life expectancy, lower literacy rates, and a plethora of other ills. Money as the driving force of the world is simply unfair and inefficient. The necessary course of action is to move away from a fluctuating rate of exchange to a standard energy credit. The cost of products ought to be dictated by the energy used in their manufacture, not an arbitrary number set by relative supply and demand, which can be artificially manipulated. There are two options open to us: the standard credit can be defined as a 'gold standard' based on the relative abundance of resources and elements. This reduces value fluctuation, but does not eliminate it, for elements can be transmuted or depleted. The other, more feasible option is to calculate prices on the amount of energy consumed in the resource's production. A standard SI unit already exists for this purpose: the joule. This could easily be adapted to a means of exchange. Energy credits themselves are nonphysical; they are maintained electronically in a citizen's personal account. This account can be accessed anywhere, around the globe. Obviously, heavy-duty antifraud safeguards will be required, as well as hard copy backups in case of catastrophic system failure. But conversion to this system ought to be simple; existing banking institutions can readily be converted to their new task. So much for the underlying theory behind this new system; now for the mechanics of it. |

Chapter Two: Resource Management Many are worried that such a system, like that described by the Legacy Project in Chapter One, if ever implemented, would lead to either strict rationing or a resource free-for-all. We believe that a balance can be maintained. Resources will be regulated, but not rationed. Experts will determine the appropriate amount and type of food required for a family of four, for example. The data collected by nutritionologists will become an integral part in that family's Resource Package -- a compilation of data that determines the upper limit on resource consumption which the family has free access to. This limit is not set in stone; it can be exceeded in small amounts without changes. Circumstances do change, and parameters can be altered as necessary. A reevaluation can always be requested, and the system can automatically flag any abberitions which seem to be attempts at fraud. Each community will have a committee of experts, called Resource Managers who coordinate and direct the flow of essential staples such as petrol, fresh water, housing, et cetera. The ideal Resource Manager (RM) is levelheaded, a logical thinker, sensitive to the needs of the populace, and skilled with using technology. Communities also have groups of people called Production Managers (PM). These people work at manufacturing, fabrication, or collection sites where resources are produced. They deal with the logistics of successfully fulfilling quotas, delivering materials to the region, and keeping lines running smoothly. PMs must be comfortable in their work environment, good with machinery and technology, and quick, unconventional thinkers. Councils of RMs and PMs are chosen at the local level, much like the selectmen of small towns today. Local councils send one representative to state level conferences, who in turn do the same for regional meetings. These are expected to be somewhat sporadic, and used only to direct large scale resource transfers or set long-term policy. With current advances in technology, distributing resources has become easier and more efficient. Nanotechnology can allow for atomic restructuring -- in essence, alchemy. Also, advancements in the pizeoelectric inkjet head field allows for mst elements and basic compounds to be transmitted through a print head and rapidly assembled into an object. Whole houses can be printed out of concrete, or acrylics molded in minutes. It is even capable of crafting working biological components. Also, the field of rapid prototyping proceeds apace, with home models on smaller scales for consumers soon to be available. All these technological advances require Resource Managers and Production Managers of extremely high caliber. With appropriate personnel and efficient machinery, it will become possible for resources to be distributed to all equally. Also, the resources required for distribution itself will be immediately available from the source. This will prevent any need for a tax, since the resources gathered from such a tax can be more easily garnered from the source -- "skimmed off the top," so to speak. Resources themselves will fall into one of two categories -- convertable and nonconvertable. Convertable resources are able to be used in an inkjet system or in other direct applications. Nonconvertable materials include wood, coal, and other materials not easily broken down and transported. Dependance on such unwieldly resources will certainly be reduced, if not eliminated entirely. Chapter Three: Authority Positions Due to the horizontal nature of the Legacy Plan, there are very few positions of authority to begin with. The only positions of consequence are those of Resource Managers, Production Managers, and Law Enforcement officials. These positions come with a certain amount of control over the well-being of the populace, and as such, require a similar amount of responsability. Since no one authority group controls the entire population, it is impossible for one group to seize power in a coup d'etat. Authority Positions are chosen after candidates have been thoroughly vetted and qualified by an approved group of doctors and psychiatrists. This may be conducted under a double-blind method to prevent bias. After candidates are approved, they go before public scrutiny for a direct democratic vote. Elections as we know them will be drastically changed, as there will no longer be a need for political parties or intense campaigning. Indeed, due to the horizontal nature of the Legacy Plan campaigning and elections will be handled entirely on a local level, by residents of the appropriate region. If a candidate is not deemed qualified for an authority position by the majority of the assessment team, they will not be allowed to participate in further elections until the deficit noted is resolved. An example of a deficit preventing entry would be shizoprenia or psychotic tendancies, for instance. Results of analysis by the assessment team will be made public for voters to review, so that negative tendancies of hoarding, corruption, etc will be known to all. All potential candidates will sign a legal waiver beforehand agreeing to the publication of this material. When a decision made by the RMs, PMs, or Law Enforcement officials comes into question, the residents of the affected area who feel that the decision was made in error may call a public meeting, in order to hold an open forum on the issue. If a majority of residents feel that the original decision was in error, the RM council may act to enforce the proposed change. If the majority of the population feels an RM, PM, or Law Enforcement official is not living up to the responsabilities of his or her job, that official may be recalled by a vote of 3/4 of the region's residents. Offenses which may result in disciplinary action are abuse of power or other crimes which negatively affect the region. People in Authority Positions are also expected to contribute to other fields, though not to the same level as other citizens, since they are responsible for two jobs. There are no other benefits or salary for being an RM, PM, or Law Enforcement official. This outlines the expected actions and rules regarding Authority Positions. Next, the role of Law Enforcement officials will be discussed.
