Welcome to my first tut :)

Ok, open up a new document (my default is 1024/768 px) and hit the D key to reset your fg/bg colors.
Create a new layer (through it's respective button) and chose the Gradient Tool at these settings :

Hold Shift and drag your Gradient Tool from the left side of your document to the right making a simple Gradient.
Now go to Filter-> Distort-> Twirl and set it to max settings :

Now hit Ctrl +F twice to re-apply the effect to your Gradient. You should have something like this :

Now go to Filter-> Artistic-> Plastic Wrap and apply these settings :

Go to Filter-> Distort-> Zigzag and apply these settings :

Now go to Filter-> Distort-> Polar Coordinates and check off the "Polar to Rectangular" option :

Go to Filter-> Blur-> Gaussian Blur (you can apply what you like, but i did 2px for this tut)
Filter-> Render-> Lighting Effects at these settings:

and viola! Sun-set Ocean waves.

My comments:
As most things the effect is completely user based. If you want different waves than what i have here alter the settings on the Twirl or Gradient or Zigzag to get the effect you want.
