Since this is a highly requested item I thought I write a tutorial.

What you need
Photoshop cs2, cs or 7.0
Imageready
Star brushes (Click Here)

Lesson
1. Open your sig in photoshop
2. Create a new layer (Layer > New > Layer)
3. Brush a few Star Strokes on the image
4. Repeat step 2
5. Repeat step 3
[MAKE SURE YOU WANT THE BRUSH STROKES TO BE SET HOW YOU WANT THE BLINGS TO LOOK DURING EACH SECOND. SO LAYER 1 STARS WILL APPEAR ONCE AND LAYER 2 STARS WILL APEAR NEXT AND REPEAT]

6. Switch to Imageready (File > Edit in Imageready)
7. Duplicate Frame in Animation Pallette. (Click on the little image at the bottom of the pallette that says Duplicates Current Frame)
8. Click back on the first fram
9. In the layers pallette on the right, Disable the visibility for layer 2. (Basically click on layer 2's eye)
10. Click on the duplicated frame in the animation pallette
11. Disable the visibility for layer 1 and enable for layer 2 (Basically close the eye for layer 1 and open for layer 2)
12. Click on the play button in the animation pallette (The little l> sort of shape button

And there it is your blinking stars.

Note: If its blinking too fast for you then stop it and click on the timer at the bottom of both the layers and increase the time amount. It should be set to 0 sec default. Mine are usually 2 secs
