In this tutorial you will learn how to make a focus

Open the image you want to apply the effect to. Duplicate the layer (control j).

Go to filter--> blur-->gaussian blurand set it to 4 pixels and press ok. Posted Image

Now select the eraser tool and right clcik and choose a large soft circle brushstart erasing over the part you want to be seen. Posted Image

The select a smaller soft circle brush to do the smaller stuff. Posted Image

Smart blur can do this for you if you do it correctly.
Or you can change the shutter configurations or something while taking the photo.
