1. Open up an image you want to manip.

2. Then duplicate the layer and set the blending mode to overlay.

3. Merge the two image layers together than duplicate them.
4. Now select the rectangular marquee tool and select the duplicated layer like this.

5. Then press delete. Now go to filter>>Sketch>>Waterpaper. Then set it to these settings.
Fiber length: 24
Brightness: 69
Contrast: 71

6. Now duplicate the filtered layer then set the blending option to OVERLAY.

7. Now to spice it up, click on the very top layer and go to blending options.
Click on OUTER GLOW, then set to these settings
Color: White
Opacity: 75
Size: 5
Now click on inner glow and set it to these settings:
Color: White
Opacity: 75
Size: 5
