Same aboutt he background.. I see you using more filters.. Maybe some distortion here and there.. and COLOR BALANCE. Overall you imrpoved.. So just go more experiment :D

It's a nice start on filters, but it still doesn't appeal the theme very well due to lack of depth. Colors are dull. Beside color balance, use level, curve... Or you can make a gradiant, smudge layer... or anything that has color on it, then set it to overlay or something. For border, I don't suggest bevel emboss. Keep up the good work.

There's definitely more blending involved.
The background just seems to have a patter going.
The text could have more umph to it.

But yeah, you're getting better. Good job!

The blending is good, but the color's plain. Add a little to it. The filters look nice, so good job on that. :D
