1. Open up your image. I will be using an image of Michelle Ye

2. Duplicate your image Layer>duplicate layer.

3. While on the Copy background layer Go to Filter> Blur>Gaussian Blur set the radius to 4.

4. On the layers pallette from the drop down menu select the blending mode Soft light.

5. Duplicate that layer again.

6. Set the blending mode to overlay from the dropdown menu.

Now your finish go to file>save as> jpeg
