You know how you have two layer for the scanlines well on the first frame type your text. Then on the text layer disable the eye or it's layer visablity. Keep in mind you should do this before you even tween the scanbar frames. Well anyways after disabling the text layer's eye, while on the second frame tween it and you should have something like you wanted.
