I thought perhaps, this would be too much, but it would also be pretty cool. In some minor monster of the weak story arcs, the players could at first play a Civilian which gets in Contact with the incidents (or even ends up as a victim of the monster of the week) and afterwards, the story would switch to the sailors. This could also result in "we don't know what's going on here" discussions which enhance the atmosphere. These civilian characters could either be recurring characters like Naru or even totally new, unnamed characters which are seen never again. |

That's actually already a feature in the game. I use it in situations where a NPC is the focus and involved in some kind of action.
